Latest HSJi Review discusses the government’s elective recovery plan

Read Jack Serle's latest HSJi Review, which notes turning around elective care performance and, as a result, sharply cutting waiting lists and times is not the be-all and end-all for the government when it comes to its stewardship of the NHS. But it is close – at least for the next year or so.

The health and social care secretary has admitted it is only the elective target – that 92 per cent of elective patients start treatment within 18 weeks – it can promise to deliver before the end of this Parliament. Read the full article here.

Northamptonshire ICS

Northamptonshire’s integrated care board is led by chief executive Toby Sanders, the former CEO of the county’s clinical commissioning groups. The board is chaired by Naomi Eisenstadt, who has held various government posts related to the battle against inequality. The ICB neither delegates much budget to its places nor has an executive director of place. This may change as the ICS matures. Tackling population health is a priority for the ICB. Unplanned admissions are overwhelming the system’s inpatient capacity and causing delays in both accident and emergency and elective care.

Dorset ICS

Dorset’s integrated care board, known as NHS Dorset, is led by chief executive Patricia Miller. Jenni Douglas-Todd, chair of the ICB since its inception in 2022, is to step down in March to chair three acute trusts in a neighbouring system. Recruitment for a new substantive ICB chair is underway. Dorset ICS agreed to deliver a £20.3m deficit for the 2024-25 financial year. However, this has proved impossible, and the forecast has been revised to £45m. Dorset has no fewer than five projects that are set to receive funding from the national New Hospitals Programme.

Leeds Teaching Hospitals Trust

Leeds Teaching Hospitals Trust  has pledged to make an in-year surplus for 2024-25. This requires the trust to deliver a £110m cost improvement programme, which is equivalent to 6 per cent of its turnover and one of the largest CIPs in the NHS.  £100m of the total is represented by recurrent savings. LTH has been placed in the top tier of NHS England’s oversight regime due to its poor elective and cancer care performance. This means many of its decisions are subject to national oversight, including sign-off and monitoring of its recovery plans.
