Norfolk and Waveney ICS & Suffolk and North East Essex ICS

A new ICB will launch in April 2026, with its executive team already in place six months ahead of go-live. The organisation is targeting £46m in running cost reductions while drawing up plans to improve health outcomes. A key focus will be on developing out-of-hospital care, with early priorities identified for neighbourhood and urgent care services. Suffolk is seen as a national leader on the “left shift” agenda, while local work in Norfolk has lagged behind, and digital system delays have slowed improvements.

Shropshire, Telford and Wrekin ICSStaffordshire and Stoke-On-Trent ICS

Most of the cluster’s executive board has been appointed, with the board retaining chief nursing and medical roles while reviewing its office base. Strategic commissioning will be a shared responsibility rather than led by a single dedicated director. The cluster hopes to build on place-based population health work in Shropshire, Telford and Wrekin, and may, in the future, commission through integrated providers, particularly in Shropshire. Plans remain at an early stage, although Shropshire is part of a national programme and is spreading learning to Telford. A grouped acute and community trust in STW, along with a high-performing mental health and community provider in Staffordshire, could play leading roles in developing neighbourhood health. However, deep problems with overspending and core acute performance in both systems will remain a major challenge for the integrated board systems.

East Lancashire Hospitals NHS Trust

The large acute trust has mixed performance and is part of a national recovery programme due to severe financial challenges. Staff morale and high sickness levels are significantly affecting productivity. The trust sees technology as key to reducing demand and is also applying for university status.
