Leeds Teaching Hospitals Trust

The trust is undergoing significant leadership changes, with the CEO, COO, and HR Director all set to be replaced in the coming months. A Maternity and Neonatal Improvement Programme Board has been established to drive much-needed improvements in these services, alongside plans to increase the number of nurses in the paediatric intensive care unit following recent failings. However, the trust is currently not on course to achieve its target of improving elective performance by 5 per cent. It remains under NHS England’s highest level of oversight for elective recovery. Further challenges have arisen after tens of thousands of blood tests were reportedly lost during a recent upgrade to the Laboratory Information Management System (LIMS). To address financial pressures, nearly half of the trust’s cost improvement programme is expected to come from pay bill savings. At the same time, work continues to transform outpatient appointments in order to streamline costs and improve efficiency. Looking ahead, the trust is moving forward with ambitious plans to develop a tech hub and innovation village, supported by a collaboration with Huddersfield University.

East Suffolk and North Essex Foundation Trust

East Suffolk and North Essex NHS Foundation Trust (ESNEFT) is facing ongoing performance challenges, which have led to its demotion in the national “league table.” The trust is now preparing for a period of recovery under new leadership, with both a new CEO and chair set to take over following the retirement of the long-standing chief executive who oversaw the trust’s creation. ESNEFT must balance improving performance with reducing reliance on elective outsourcing and implementing a new electronic patient record (EPR) system. Although the trust has set a modest cost improvement programme (CIP) target of 3 per cent, it still faces difficult decisions ahead, including plans to cut around 260 jobs in 2025–26. A central review has identified up to £32 million in potential savings through “procurement optimisation.” Meanwhile, ESNEFT is working with a neighbouring trust to establish a group model, while retaining separate chairs and CEOs. Joint initiatives are expected to focus on centralising back-office functions and elective services, with an estimated £300 million in potential savings across both organisations.

The Northern Care Alliance (NCA) is currently exceeding its cost improvement plan targets, and leaders are confident the trust can achieve a breakeven position provided it continues to receive deficit support funding. To reduce workforce costs, the trust has implemented a Mutually Agreed Resignation Scheme (MARS). Strategic priorities include procuring a new electronic patient record (EPR) system, planned to go live in 2027, alongside upgrading digital infrastructure and consolidating older systems in preparation for its rollout. Despite these efforts, the NCA is ranked in the bottom half of trusts nationally by NHS England and has been placed in segment four of the National Oversight Framework due to ongoing challenges with meeting the four-hour emergency performance target and ambulance handovers. Nevertheless, the trust has made notable progress in improving elective performance and is now focusing on boosting theatre productivity and enhancing diagnostic capacity. Recent reforms to pre-operative treatment processes and the extension of opening hours at its state-of-the-art test laboratory have further increased efficiency and capacity across services.
